When to plant lavender

When should I plant lavender in zone 6?

Doug says plant it in early spring when the frost comes out of the ground.

But...

If the plant is from a nursery or indoors, then it will be tender and I'd wait until after the last frost when things have warmed up and you won't burn it with too much cold.
