watering in winter

We don't get much moisture here in North Central TX in the winter -none in over 30 days now. Should I try to water?

Doug says:

If you're talking about watering perennials and if the ground isn't frozen and if the ground is bone dry, then yes, I'd water.

But remember that the plants are dormant and don't require a lot of water. They don't want bone-desert-dry either.

I'm a gardener in the North-east and have some experience with Southern gardening. But frankly, dryland gardening is something I have no experience with at all.
