Too much nitrogen in soil

How do I compensate for too much nitrogen in my soil? Everything I have grows so tall and flops over. I've had my soil tested, and this is what I've been told.

Doug says water heavily two to three times. Put the sprinkler on and leave it on for several hours in each spot. Nitrogen is water-soluble and it will wash down and out of the root zone.

Over watering can also deplete other nutrients. Try mixing in a little sawdust. This will tie up a lot of the nitrogen in the soil for decomposition of the sawdust....once decomposed the sawdust will become a welcome addition to the soil.
