timing of spring pruning

I have daylillies,black-eyed susans,peonies and zebra grass. Should they all be cut down in the Spring ? I live in N.E. Pa. and we still have snow on the ground...when should I prune ?
Doug says to prune, clean up etc as soon as the snow melts. Cut all perennials to the ground at this point and remove the debris to the compost bin. You can either do this cleanup in the fall or spring depending on your work schedule.
Grass is normally left over the winter as it tends to increase the hardiness and overwintering success of the "more-tender" species. It is then pruned back in the spring
