Steep hillside is backyard clay/rocky/sandy full sun all day

My husband is disabled and I need to find a fast growing periennel that will cover our backyard. He likes evergreen type things. I have looked at carpet thyme, winterberry and have planted a few bushes and junipers and creeping phlox on the hillside. I am wondering what if anything can be done by me to stop the erosion of the hill. The company that built the home seeded grass seed on it 3 times with no luck. Any suggestions would be great. Doug says that if grass won't grow - you have something else happening there and I wouldn't be investing in expensive ground covers to fill that space.
Your title says a lot - but hard to figure out how one area can have clay/rock/sand. If you don't have several inches of topsoil on top of that mix - then grass won't grow.
Good plants - not likely. But maybe some invasive thug such as CrownVetch would live and thrive out there. Mind you, this is one spreading thuglike weed so I seldom recommend it.
