Doug says you have two strikes against you - the first is that his is a full sunshine plant - it demands hot sun and long days to grow. The second is that it wants to go dormant during the winter (which you don't have)
Instead of the English lavenders - try a few of the French. They require the same light levels but not the full dormancy (they require a resting period) and with full sun lamps you may get it to grow and bloom.
My guess is that without a grow lamp right above the foliage, you won't succeed with this plant in any form.
