Are they gonna grow back?

So I'm pretty sure I bought perennial BES's last year and then cut them in winter. I live in TX, so they bloomed until almost Christmas. I cut it down with about 8" sticking out of the ground. Everything in my garden is growing and getting ready to bloom, but not my BES's.... Did I kill them? Oh and they were a bushy type w/small blooms. I would appreciate any insight. I loved them and wanted to add more, but want to make sure I'm not going to kill them.
