creeping phlox transplanting

What is the best time to replant creeping phlox?

Doug says that Creeping Phlox can be replanted or transplanted first thing in the spring (when the ground thaws) before it blooms or right after it finished blooming works well too.

This is one plant I've never had much luck with fall transplanting (too high a percentage die - not all but too many) but that may just be my gardening style.
