Cone flowers don't bloom

I transplanted some healthy cone flowers three years ago and since then they grow, but don't bloom. The buds that do appear are small and if any flowers grow they're also very small. Is there anything I can do?

Doug says that you do have to follow the instructions for growing them. If they're struggling as they seem to be - you've either got them in the wrong location, the wrong soil, the wrong watering pattern etc. Without a ton of info, I really can't tell you what's going wrong there.
