Black Eyed Susans not coming up

Last Summer some animal ate the tops off my BES. They were at least three feet tall and had buds. They were just lopped off midway up the stem. My guess is deer ate it. Everything is coming up but there is no sign of the BES. Do they need the seeds from the flowers in order to come up again?
Doug says it depends on what variety the black eyed Susans were. Some require seed, some require surviving roots. But generally - don't worry until the soil warms up. Still early yet.
