best ground cover for sandy soil

I have an area above a retaining wall that leads into woods. It has sandy soil and I am wondering if creeping phlox would be the best grown cover or if you can recommend a better hardier cover? I live in the Upper Pennisula of Michigan

Doug says that most of the ground covers here will take a sandy soil and some drought/abuse. The trick is you have to water them the first year to establish them.

If you like the look of creeping phlox, it will do reasonably well there once established and won't be invasive. And those spring flowers are impressive. :-)
