An animal is eating the tops off my black eyed susans

I am not sure what animal, maybe rabbits, that are eating the tops off the black eyed susans that are just coming up again in my garden. They are not bloomed yet, just the green stem and leaves. Do you know what eats them, and what can I use to deter "it" from eating them?

Doug says that he wouldn't know unless he was there but rabbits are a great guess (as are squirrels and chipmunks and deer) Fencing is the single best thing. Then comes noxious products such as scoot and liquid fence (all available at your local garden center)
